By the middle of the 17th century in the southern colonies that would later become the US, the white plantation owners particularly in South Carolina and Virginia realized that between the white indentured servants clearing the swampy lands along with the black slaves from the African continent, of what would be separated or divided between its neighbor below, South Carolina, and its neighbor above, Virginia, to become North Carolina, the few actual land owners were greatly outnumbered and afraid of being physically overthrown by a unified group of Indentured servants and African slaves. So, what they did was to placate the disgruntled white indentured servants by telling them their skin color made them better than the blacks, take him out of the swamps, and give him a job and a badge patrolling plantations for runaway African slaves and paid a small fee for his services.

Now we turn the clock forward about 350 years, and now we have SCAAP, which stands for State Criminal Alien Assistance Program. It is attached to the Trump administration’s US Justice Department’s 287(g) program whereby ICE (Immigration and Customs Enforcement) division can attempt to enlist local county sheriffs to participate in apprehending alleged illegal immigrants. To sweeten the pot, the US Government tantalizes state counties to consider the incentives of an association with the Federal Government by stating that “Your agency or office may be eligible for the Department of Justice’s State Criminal Alien Assistance Program.

What is the point in forcing handcuffed men to bow their heads as the walk towards a jail cell. Another example of the US Government subjecting immigrants to inhumane treatment, that they know or should have known violates all Constitutional principles of decency including for those who are foreign nationals within our borders.

That means Funding

Payments- -Available Funding takes place based on how many qualified heads the federal government, Department of Homeland Security, determines your Sheriff’s deputies have detained, as alleged illegal immigrants.

1.) State Criminal Alien Assistance Program (SCAAP) payments will be calculated using a formula that provides a relative share of funding to jurisdictions that apply and is based on the number of eligible criminal aliens, as determined by the Department of Homeland Security (DHS).

2.) SCAAP payments are calculated simultaneously, with applicants receiving a prorated payment based on the appropriation; costs submitted, …….and inmates as determined by DHS.

3.) All SCAAP payments are made electronically to the applicant’s bank account of record identified during the application process.

4.) All SCAAP payments must go to the jurisdiction’s general fund. Please use the jurisdiction’s EIN (tax identification) and vendor number when applying for SCAAP funds.

This simply sounds like, the hell with due process. Just like in 1857, when Supreme Court Chief Justice Roger Taney stated the black man has no rights that a white man is bound to respect when Dred Scott was seeking his freedom after being taken into multiple free states. Once again, “Let’s make this money”, seems to be the mantra that overshadows those laws governing due process rights that even foreign immigrants have a right to expect on American shores.

This type of conduct, for America to have its hands involved is no less than cruel and inhumane punishment. What have these men been proven to have done in America in a trial before a court magistrate to be sent off to another nation’s Supermax prison and subjected to such treatment in such a manner, shackled at the ankles, hands cuffed behind their back, heads forced down, guards applying potentially painful arm-bar force to walk them bent down to their cells. This again is barbaric inhumane treatment and the US Government cannot turn a blind eye, proclaiming it is out of their hands. It is a violation of the principle under the 8th Amendment of the US Constitution forbidding our government from engaging in cruel and inhumane treatment of prisoners.

This is why we are supporting this organization’s efforts below. If we can raise the funds, we are going to hire lawyers to challenge the lawless conduct and disrespect for the courts’ rulings by the Trump administration, and its unlawful terrorization of gathering up legal immigrants by calling them unlawful criminals and shipping them off to locales outside of the US because of America’s long-term racial insecurities.
